    In the past, the art of locating and retaining employees was solely the responsibility of HR. The process was looked at only in terms of filling empty seats or meeting immediate needs. But now, the importance of having a unified strategy in meeting an organization's talent management needs necessitates having input from every people manager, starting with the CEO. Corporate ownership of a talent management policy ensures that all divisions are responsible for learning their talent needs and making sure that the people that are needed get hired. By making sure that hiring decisions are linked to organizational goals, organizations can reduce the amount of time spent on recruits that do not meet the organization's needs.
